the creator of the original GTA (David Jones... yes i'm serious, this is his name) is making an MMO which is supposedly similar. it's called All Points Bulletin (APB). it was supposed to be on show at this years E3, i'm not sure if it ever was.
i also don't know if DJ is still with Rockstar or where he is now.
EDIT: apparently it's being published by Webzen (who?) and due in 2007.

Webzen are a Korean digital entertainment software shop and they've been around for a while over there. They specialise in MMO games and at E3 we saw stuff like SUN (which is a MMORPG) and Huxley for the Xbox360 which is a MMOFPS. THey also showed off APB but I didn't get to see it. It's supposed to be both PC and console.
APB is being developed by Real Time Worlds which is owned by DJ.
Since gaming is massive over there it's fairly easy to get successful on the back of a good game. Apparently their last game has something like 50 million users. Oh, and they're on the stock market.
