Because the graphics are even more horribly dated then 2 and 3, and they didn't want to touch it up for this release.

I got this game and I have to say, I'm not feeling it. I had good memories of it, but it didn't come back. Maybe I'm just spoiled by the variety in Ghost Squad and Umbrella Chronicles.
