You could say that there are things being done by the owners to keep the website running.
And as mentioned earlier, a new front-end for the site was being planned. Just like the server upgrade was planned.

They might have done some stuff, but in regards to everything else, not much has been done. A good owner would keep the public updated in order to gain momentum for a relaunch.
It just feels like this place has had the love sucked out of it and been zombified. Yes, it's moving but it doesn't mean it's alive.
