I think it is determined by the companies ie Nintendo or Sony, themselves whether or not they are allowed to export them.

Sony PS3 Wireless Keypad $19.99
Shipping is about 5 bucks, I ordered one last week at $18, it's gone up 2 bucks since, but its still a bargain. I paid a total of $22.90, love it, don't even have to have it on the dualshock to use it.
Its not an affiliate link of any type btw, just google mightyape, they have some good deals, but this is the best I've seen for this accessory.

I got my launch 3DS directly from Amazon. I don't know if their policy of shipping has changed since then though.

Just ordered this (it's $16.70 with shipping). I had $10 credit that I didn't even know about, I guess old DVD Crave accounts got carried over, and people that signed up earlier this year apparently got the credit. Anyway, ended up paying $6.70, not bad
