Does anyone else think his voice is far too "soft"? Like I always remembered his voice being a lot more "gravely" (probably due to the audio devices the voice was always played back on).

It's the same voice actor: Jon St. John
So yeah, either recording or playback differences. _________________

I suppose 14/15 odd years of aging would change your voice as well.

People's voices don't change very much with age (except during puberty). It's mainly only if they smoke or have respiratory problems.

Keep in mind it's been a long time; and I don't know when he recorded this dialogue. It may just be his performance is slightly changed. He had a guest phone in on the last Desert Bus, and that's not his natural voice. (If that even needed to be confirmed.)
As an aside, his phone in was hilarious. It was preceded by a cover of Hallelujah, and Paul noted (incorrectly) that it was the most covered song in history. Then, Jon St. John calls in and in that gravelly Duke Nukem voice declares, "I don't think that's right. It was the Beatles." Crew: "Really?" "I worked as a radio DJ for decades; it was 'Yesterday' by the Beatles."
Just imagine him saying that in the Duke voice. Hilarious. And correct!
