Math was never my strong point but as far as I understand it you wouldn't need that many options to create over 200 unique combinations.
21 modifiers should create about 210 combinations, provided you can only use 2 at once. If you can use 3 then it's about half that.
Not quite sure why I went so out of my way to counter something that is obviously just sales hype.
Maybe it's just that I really feel that this game looks like it is going to be a huge letdown.

The only thing I'd point out about your math is that if there's 21 modifiers, you should take into account you can't have 2 of the same on at a time.
