All you need to do is take your Pokémon Ruby or Sapphire game plus the Game Boy Advance unit to one of the following Gamestation stores, there you can download the EON ticket using the Game Boy Advance Game Link Cable.
Before downloading the EON ticket, players must have defeated 5 of the gym leaders and have collected the badges to unlock the mystery event.
