Capcom's silence leaves two options: The first is that the game is in development now. Unhelpfully, there's evidence to support both sides of this argument. Certainly, Capcom's track record suggests it's perfectly comfortable with the concept of releasing sequels, and the reasonable success of the first game makes another Joe title perfectly plausible. In a recent interview in the August edition of UK magazine Edge however, Clover (the development team behind the first two Viewtiful Joe games) announced that they wouldn't be dealing any more with franchises, though this could obviously just mean a new team is being placed in charge of the project.
The second possibility could just be that Capcom is protecting the web presence of the brand in the future, in much the same way as Atari protected it's Unreal Tournament franchise by registering various Unrealtournament200x.com domains.
